DT DICT & WORKS: The safety habit

DT DICT & WORKS: The safety habit

We are a responsible actor in the energy sector, so we want to keep you safe, including when you are doing work. So, before starting your work, please remember to send a Declaration of Intention to Commence Work (DICT) to the network operators. The DT DICT is a mandatory step which helps prevent accidents if you are working in the vicinity of networks (gas, water, drains etc.).

Why complete a DICT before starting your work?

Before works are carried out, the operators of networks (gas, electricity, water, drains etc.) located in the vicinity of the work site must be notified by sending them a declaration in advance. That Declaration of Intention to Commence Work (DICT) is a Cerfa form that enables you to tell us:

●  the precise location of the planned work,

●  the nature of the upcoming work,

●  the work techniques which will be employed.

Teréga and the other network operators make sure this information is consistent with the safety of their infrastructures and will provide you with recommendations on how to avoid any accidents.

When must you do a DICT?

The declaration comes before the works, as part of preparations for your project. This is an essential part of preventing any possible damage and safeguarding the service life of networks.

The Work Plan Declaration (DT) allows the project owner to check with network operators that the project is compatible with their infrastructures. It must indicate the exact coverage of the work site so that operators can assess the impact of the works in the vicinity of networks.

The Declaration of Intention to Commence Work (DICT) then allows all the affected network operators to be informed of the start of the works and their duration. Those carrying out the works (individuals, construction firms, farmers etc.) must send the DICT no later than 7 days before works commence.

It is also possible to submit joint DT-DICTs if you are responsible for and carrying out the works yourself. The “réseaux-et-canalisations” ("networks and pipelines” remote service) allows you to identify the network operators to whom you must declare your works.

In the case of urgent work as a result of unavoidable circumstances, there may be a dispensation from the DICT under certain conditions. However, the person ordering the works must still send a Notice of Urgent Works (ATU) to the network operators as soon as possible.

How does Teréga commit to keeping you safe?

By sending us a DICT in advance of planning your work, you are guaranteed to receive information about the location of the gas grids. As part of that, and for your safety, we promise to:

  • respond to your planned work declarations and DICTs within a deadline of 9 days when sent through the post, or 7 days when sent electronically;

  • to inform you of the precise positions of our high pressure gas transport pipelines;

  • to tell you what precautions to take when working close to pipes;

  • to provide, free of charge, the marking or staking out of pipeline(s) in the area covered by the work.

DT-DICT : Teréga simplifies the process for you

As a responsible actor in the energy sector, we always look for ways to improve safety and prevent the risk of accidents or damage to our infrastructures. To simplify your declarations further, we have therefore teamed up with six major network operators (GRTGaz, GrDF, RTE, ERDF, France Télécom-Orange and Lyonnaise des Eaux) in a joint subsidiary: DECLARANET. The aim of that approach was to set up a website – Protys.fr – to simplify your declarations of work (DTs and DICTS) and the process of getting responses to those declarations.

Designed to help all stakeholders (prime contractors, construction companies, network operators, delegated operators, local authorities and public bodies), this website helps reduce the levels of undeclared works. Through this initiative, we aim to increase the safety of work near to our structures, and to reduce the workload associated with processing applications.
